Bethel city manager apologizes for unruly behavior

Bethel city manager Lee Foley is apologizing for the way he acted when he went to vote in the municipal elections Tuesday. “I think I acted with a lack of decorum, unprofessionally, and inappropriately,” he said, “and I lost my composure.”
